H.E. Zarar Ahmed Moqbel

Minister of Counter Narcotics




H.E. Zarar Ahmed Moqbel Osmani, son of Haji Mir Mohammad Osman, was born in 1963 (1342) in the village of Khwaja Sayaran in Parwan Province.

He completed his primary education at Saeed Jamal Al Din Afghani Primary School and at Tajrobavi Mohammad Osman Khan Secondary School, in Parwan Province. H.E. Zarar Ahmed Moqbel Osmani graduated from Habibia High School in Kabul, and after passing the entrance examination for academic education, Mr. Osmani enrolled at Kabul Polytechnic Institute for Architecture.

In 1987 (1366), while he was attending his third year of studies at the Polytechnic Institute for Architecture in Kabul, his brother, one of the well-known jihadi commanders in the Parwan province, was surrounded by the communist regime’s armed militia. During the ambush his brother, Commander Mir Ali Ahmed, was martyred and H.E. Osmani was arrested by the intelligence agents and convicted of participating in armed operations against the Communist government, and he was sentenced to 20 years in prison.

In late 1987 (1366), while H.E. Osmani was in Plicharkhi Prison, he was exchanged with someone from the Communist regime by the Mujahedin and released from prison, and then joined the jihadi groups in northern Afghanistan. 

During jihad, H.E. Osmani was active in various fields, such as culture and politics. He also served as the deputy chief of Ahmad Shah Massoud’s Office. 

On 13 March 1994 (22/12/1372), H.E. Osmani, was appointed Chief of Police of the Parwan Province, and he successfully standardized the security system in this Province, which was a message of peace and security to the people of Parwan.

In June 1998 (1377), he was appointed First Secretary at the Embassy of the Islamic Republic of Afghanistan in Iran. In this role as a diplomat, he protected the national interests of his people abroad until 22 May 2002 (01/03/1381).

After the establishment of the transitional government on 9 February 2004 (20/11/1382) H.E. Osmani was appointed Governor of Parwan Province by H.E. President Hamid Karzai, and he served his people in this position until 29 January 2006 (19/11/1384). After the second presidential election, H.E. President Hamid Karzai introduced Mr. Osmani to the Parliament, and with the highest number of votes from the members of the Afghan Parliament, he was appointed Minister of Counter Narcotics.

H.E. Osmani has graduated from the Teachers’ Training Institute in Parwan Province with a bachelor’s degree in mathematics and physics. He is married, has got four children, and is at the moment living in his home town in Parwan Province.
