The decision was announced at a pressconference with Fazl Ahmad Manawi , an Afghan Election Commission official, saying that the reason for postponing the parliamentary elections was lack of funding and security concerns.
Mr. Manawi further stated that ”Due to lack of budget, security , uncertainty and logistical challenges, the commission has decided to conduct the Wolosi Jirga (Parliamentary elections) on September 18th.”
The parliamentary elections in Afghanistan are constitutionally required every 4 years.
