Ministry of Public Health receives 12.5 million USD from Norway
The Ministry of Public Health in Afghanistan receives 12.5 million USD from the Norwegian Government. The pilot Results Based Financing project in Afghanistan would offer non-governmental organizations a performance-based bonus for achieving improved coverage of essential MCH services. The pilot Results Based Financing (RBF) project in Afghanistan would offer non-governmental organizations (NGO) a performance-based bonus for achieving improved coverage of essential MCH services such as use of skilled family planning, care during pregnancy, use of skilled health workers during childbirth, care to mother and baby for 40 days after childbirth and 3 doses of 5 vaccines (Diphtheria, Tetanus, Whooping cough, Hepatitis-B and Hemophylous Influenza type b), especially in the remote areas.
"The delivery of Basic Package of Health Services (BPHS) in Afghanistan has improved remarkably over the last four years. In order to reach Millennium Development Goals (MDGs) 4 and 5, coverage and quality of care in the area of MCH services must be further improved. To this end MoPH with the support of World Bank explored possibility of utilizing RBF. This project not only improves performance of health system for achieving better results, but also contributes as an experimental study to the global findings of this initiative" said Dr. S.M. Amin Fatimie, the Minister of public Health of Afghanistan. He also added "In line with the stewardship role of the MOPH, and as part of good governance, MoPH will continue contracting out the provision of services and interventions to the NGOs".
Globally RBF aim is to shift the emphasis of health system away from distributing and using resources towards the results. RBF is funded by the Norwegian government and managed by the World Bank. RBF will support six governments, including Afghanistan, in designing, implementing and sustaining the best RBF mechanisms for achieving objectives relating to the (MDGs) 4 and 5 in the National Development Strategies. The experience gained in Afghanistan will be shared with other RBF participants.
MoPH is indebted to the government of Norway and the World Bank in this regard. MoPH Afghanistan is also thankful to many individuals and health stakeholders, especially Afghan families and elders, European Commission, USAID, UNICEF, WHO, Rotary International, CIDA, Global Alliance for Vaccines and Immunization (GAVI Alliance) and JICA and many other individual organizations and countries.
